Seeking OGC Graft/Mutation/Crossbreeding Rules

I'm trying to find OGC rules to allow wizard NPCs (drow, actually) to crossbreed, mutate, and generaly deform humans into new races, create abominations, breed an army, and so on. A pdf source would be preferable.
So far I only got the Necrophage prestige class from Necromancy: Beyond the Grave, which allows the character to graft body parts to enhance his or another's body. That's nice, but isn't fully defined and only covers some of my needs.

Help? Anyone?

Green Ronin's "Bastards and Bloodlines" or Mongoose's "Encyclopaedia Arcane: Crossbreeding" could be what you need. However, neither are OGC, AFAIK.

Chaositech? I've used it for that purpose myself.
