Selling a Spellbook
Captured spellbooks can be sold for a gp amount equal to one-half the cost of purchasing and inscribing the spells within (that is, one-half of 100 gp per page of spells). A spellbook entirely filled with spells (that is, with one hundred pages of spells inscribed in it) is worth 5,000 gp.

That's funny, it contradicts itself in the same sentence. The cost of purchasing AND scribing the spells.... that is to say JUST the cost of scribing the spells. Go figure

Personally, I would overlook the cost of purchasing the spells myself as that would be quite the headache. At least when a party is selling a spellbook, but when buying a spellbook, It would have to be factored in, at least the top two or three levels.

Now why on Earth would a wizard sell the spellbook of a fallen foe? What do you think all of those musty tomes in the senior wizard's tower are? I can tell you for sure they're not pulp novels....

Spell books are not filled with X spells bought at the magic shop and scribed in for Y cost. They're filled with arcane lore and secrets!

But yeah, can't argue with RAW.
