Serenity

I'm hoping this is the right place to ask this, so here goes.

I'm making a Drawven Ranger/Paladin and have been told of a feat in Dragon Compendium called Serenity. I don't have this book and neither does anyone in my party, nor does any of the stores in my area. I was wondering if someone here could give me the details of the feat: it's prerecs, what exactly it does ect. Thanks!

Yeah, I'm taking Devoted Tracker. But the thing is, my Cha is terrible, and my Wis isn't and Serenity supposedly allows my Wis score to be used for most Paladin things instead of my Cha score. But I don't know what things it applies too and the like.
