if i was to use shadow evocation to cast fireball and if another magic user finds out its shadow evocation. since he takes only 20% dmg from it and what if he makes the reflex save, does he still take half dmg from the saving throw. (If recognized as a shadow evocation, a damaging spell deals only one-fifth (20%) damage. Regardless of the result of the save to disbelieve)

Oh, up to individual DM's, I suppose; but I'd be inclined to say: If they make both saves (Will and Reflex), then they take 10% of the damage rolled (half of 20%).
 

Up to DM? It's right there in the spell: "Regardless of the result of the save to disbelieve, an affected creature is also allowed any save (or spell resistance) that the spell being simulated allows, but the save DC is set according to shadow evocation’s level (5th) rather than the spell’s normal level."

So yes. Regardless of whether or not you make the first save, you still get a second save, and the spell still functions just like it would have if it was not a shadow illusion in the sense that if you make a reflex save for half damage then you still only take half of whatever the damage is supposed to be (in this case that means 10% instead of 20%).

20% of the spell are actually real, and the usual Reflex save still applies.

So, even if someone knows you are casting an illusion spell, these 20% still take their normal effect, including the Reflex (half) save.
