So, does the con bonus go to everyone adjacent to the spirit when an ally uses second wind or when I use a healing power, or is it only the target?

Additional... they only go to those that would normally be getting some. So any adjacent ally can benefit... as long as they are using their second wind, or you are healing them.

What happen if i give the Ally regeneration ( There is a power with the healing wording that gives the ally regernation 5.
will you get CON-mod healing once or each time the Ally regnerates and is in reach of the SC ?

Regeneration never benefits from additional healing. (the reason is kinda technical, but it's a trait, think of it like ongoing damage that way)

This -does- apply to any healing powers you use, provided they gain at least 1 hit point. It does not matter if they are the target of the power, only that you are using that power on them.

And, as it says, their second wind totally counts, which means if someone uses Heal to make them second wind... totally counts.
