Shiars as a variant of Wizards, Wu Jen or Shugenja?

The Shiar from Al Quadim would likely be a variant of Wizards, Wu Jen or Shugenja. Their special abilities would be all along the lines of elements and genies. And looking at their description a lot of their genie related powers could be easily accomplished just by using the Planar Binding spell. Anyone have any ideas about how to go about this?

I would probably go as closely to the 2E class as possible. Make the gen your familiar and limit spellcasting the same way as before.

personally I would keep it close to the core wizard, but the real problem is balance.
