Shooting a moving target

Do the standard rules address the fact that it is probably more difficult to hit a moving target then a stationary one? Any target running across your field of vision will be hard to hit, and even harder if the target is staggering his speed somewhat, making it harder to get a good bead.

What would be a good way to handle this? Give a the target a circumstance bonus to AC? How much?

There is already something for this in the rules. I believe a running target loses thier Dex bonus to AC, and all attacks made against them suffer a -2 penalty.
 

Ranged attacks (but not melee) get a -2 penalty if the target is running. The runner loses his Dex bonus to AC against all attacks.

If someone wants to stagger his speed and be hard to hit, I'd say that counts as a Total Defense action. He only moves his base speed (30' for a human), but gains a +4 dodge bonus to AC until his next action.

Ok - that works if you are running, by "running" i mean the D&D definition of the word. I'm talking about moving defensively.

Then why didn't you say so? You merely asked about "a moving target" and someone "running across your field of vision" and "staggering his speed somewhat".

Argh, I guess I screwed up. I should not have used the word run. Sorry.

No problem. Aside from AuraSeer's suggestion of simply using the Total Defense action, if you want to move faster than your standard movement rate, you'll need to delve into house rules, but I think Total Defense works just fine for this. YMMV, depending on what it is exactly you're wanting to do.
