Shopping as an encounter

Sorry I haven't tried 4(e) before, but the 3e skills Bluff if it carried over

And the issue I can see is players wanting what you havnt made 'for sale'

If I was you (Since the idea isnt a bad one overall) I might think about making 'set shop keepers' stats based on item price

1 for junk level
1cp-1gp
low level
1gp-100 gp
Low-ish level
100-200 gp
low-mid level
200-600 GP
low-ish mid level
600-1500 gp
low Mid-ish level
1500-5000GP
low-ish mid-ish level
5000gp-10000 GP
Mid-ish level
10000-20000 GP
Mid level
20000-50000 GP
Mid high level
50000-100000 GP
High level
100000 gp+

you can always change the race + personality , and leave the exact same stats. Then the pc's wont get bored, but if someone goes "I want a new ring" you didnt expect you can quickly throw in a 'new' shop keeper

I would also have a pre set modifier based on value/rarity of how willing they are to part with it, no more than +/-1 to +/-5

So your saying unlimited inventory so long as it's inside the price range?

I think they carried bluff over, but it dosen't matter that much. I might be stealing ideas from 4e, but I am making this for 3.5

It seems any item that is made available in the book should be available to the player unless special circumstances prevent it

So as long as its not a relic, or artifact or rare for any reason, yeah I recommend unlimited inventory - I tried a limited inventory game, the balance just went out the window, it doesn't work unless its a low magic campaign.
