Should there be a d20 *generic* corebook?

If so, then no, this doesn't provide a solution. Both of these are not *generic*. A GM would have to go in and tweak them a lot to make them suit his unique game.

I'm looking for a generic d20 that will conceivably work for a wide range of genres -- from primitive to modern -- without having to create new rules all the time.

Actually the SRD is just the rules for the game minus and real campaign world information. And I would think you could use it to run a pretty generic game, though you would have to write some custom rules for races, etc. So i guess in a way this is not what you are looking for if looking for something that is already done and ready to play off the shelf.

I don't know, you'll have to clear me up on this because I don't own d20 Modern.

You can run primitive games with it, steamtech games, supers (Four Colour to Fantasy), pulp etc. Anime... maybe with 4colour as a source for wacky anime powers.

The focus of the core book is ON modern gaming but the system itself is very open and free form, barely even noticeable as a class based system. Yes, the equipment is modern, the presumed setting is modern day but the rules themself lend themselves to just about every genre I can think of quite reasonably. I am going to be running a Flash Gordon style game with it in the winter (yes, my gaming is planned that far ahead). Is it perfect for EVERY genre? no, but no system is... I would suggest BESMD20 for Anime conventions...
