Shrink item, what is an item ?

You can read the lingering aura of the spell for a whole 6 minutes, maximum, after it was cast.

After that, there's no magic there.

So, then, yes, it works on the stoner too after a few minutes.

It's a hold-over from 2e. Back then you could shrink down, say, a ladder. Then you could change the shrunken ladder into a clothlike patch. So you could fold it up and stuff it in your pocket, use it to blow your nose, etc. It just makes carrying the shrunken item much easier.
