I wouldn't allow the shrinkage of the flesh-to-stoner. I would allow detect magic to show a lingering aura of magic, making it technically a magic item.

Except Flesh to Stone is instantaneous.

You can read the lingering aura of the spell for a whole 6 minutes, maximum, after it was cast.

After that, there's no magic there.

The part of the spell that I do not understand is this line: "Optionally, you can also change its now shrunken composition to a clothlike one. " What does that mean?

It's a hold-over from 2e. Back then you could shrink down, say, a ladder. Then you could change the shrunken ladder into a clothlike patch. So you could fold it up and stuff it in your pocket, use it to blow your nose, etc. It just makes carrying the shrunken item much easier.
