Shrinkage?

The Wu Jen spell Minute Form is personal effect spell. If we make a version that effects others but is otherwise the same, should not the level be higher?

Knocking a dragon down even one size category would affect its combat abilities, two making it Small or Tiny would be an enormous advantage...

Sorry for insinuating that I was talking about the party doing that. I was looking at it from the BBEG's point of view. A swarm (doesn't really feel right calling a group of tiny creatures a thunder) of Tiny Elder dragons? Now, that's evil.

Being small can be an advantage or a disadvantage depending on the situation. If you rely on natural attacks like claws and bites, you do NOT want to be shrunk. On the other hand, if you want to be sneaky or dodge an attack from a more powerful foe, then being able to shrink can give you an edge...

Well, it wouldn't take much strategy to dodge around and spam breath attacks- especially since being shrunk doesn't alter the creature's special attacks or speed. Tiny Elder dragons using Flyby breath attacks? And isn't there something saying that flying creatures that get shrunk gain better flight mobility?

A smart dragon could take advantage of it with the right feats, but a smart dragon has contingencies for everything...
