If my ranger;
  1. Takes Weapon Proficiency (Shuriken)
  2. Takes Sneak of Shadows (Multiclass Rogue)

Does she qualify for both Rogue Weapon Talent bonuses?

Just asking. You know, trying to understand?

Sneak of Shadows (Multiclass Rogue) gets you a skill, a per Encounter use of Sneak Attack, and ...

... the prerequisite for feats and Paragon Paths?

yeah, I gotta agree here. You wouldn't get either of the weapon talents. That's a class feature of the rogue and has nothing to do with what you get from the sneak of shadows feat.

I wasn't actually trying to be snippy.

My "be a rogue" was more a suggestion to start from the rogue side and go towards ranger. You'll find that way more effective if you want to wield shuriken and daggers. Rangers pretty much base their damage on how big their weapons are.
