It looks balanced, but what happens when Johnny no-thumbs fires off his signature magic missile, while you react with your signature magic missile? Oh, the RP whoas! :)
 



A +3 feat bonus to attack rolls may be too much. A +1 feat bonus to attacks with a single spell might be more balanced. There already are other feats that provide a feat bonus to damage with spells: Astral Fire, Burning Blizzard, etc.
 

I agree with firelance, HOWEVER!!!!


I think its good as written, at epic level i don't care if my wizard always hits with his signiture spell. If it makes him feel good, then I'm happy.

Even if +3 is out of line and powerful, its an at-will, and the feat as a whole is cool, but not a MUST HAVE.

It meets with my approval.
 

For Balance I would suggest reducing it to a flat +1 bonus to attack and damage with your signature spell. Remember that bonuses to Attack rolls are powerful in 4E. With that said a +1 to ATK & DAM should be balanced with the feats that grant +1 damage to 2 energy types (since these effect multiple powers).

I would not allow the feat to scale. IIRC there are no feats that auto-scale with level, only powers. If you want to increase the bonuses I would suggest:

IMPROVED SIGNATURE SPELL [Paragon Feat]
Prerequisite: Signature Spell
Benefit: Increase your signature spell bonus to +2 to attacks and damage.

SUPERIOR SIGNATURE SPELL [Paragon Feat]
Prerequisite: Signature Spell, Improved Signature Spell
Benefit: Increase your signature spell bonus to +3 to attacks and damage.

This should balance out in that you have to spend the 2 additional feats to get to the +3 bonus.

Check out Weapon Focus, Toughness and the feats that give +1 damage to two energy types at Heroic tier. ;)

Eh. My bad. I keep thinking they are a flat bonus. Should have looked it up rather than going on memory.

With that said though, these only increase damage. There is only 3 feats that increases attack bonus -

Action Surge - Human Racial Feat - Flat +3 ATK bonus on an Action Point attack.
Hellfire Blood - Tiefling Racial Feat - Flat +1 ATK & DAM on Fire/Fear keywords.
Nimble Blade - Dex 15 - Flat +1 ATK when you have combat advantage.

These feats, IMHO, tell us that an Attack Bonus should be rare.

I still think that Signature Spell, to be balanced with existing feats, should either:
A) Only increase the damage of the spell.
B) Give a flat one time bonus to ATK & DAM.
 

This should balance out in that you have to spend the 2 additional feats to get to the +3 bonus.
No. Attack bonuses in 4E are hard to get outside the standard progression of 1/2 level + stats + magic item/implement.

If you have a single feat giving you +1 to attacks, you will remain at one point over the expected attack bonus for your entire career - a +1 bonus isn't getting worthless, it remains good all the time.

If you add the auto-scaling damage +1/+2/+3, it balances well to Weapon Focus - the bonus is more situational, but you get a better chance to hit, i.e. your damage bonus is more likely to do something.

So... I'd do it like this:

Signature Spell [Wizard]
Prerequisites: Wizard
Benefit: Pick one of your at-will spells to gain a +1 feat bonus to hit and damage. At 11th level, this damage bonus increases to +2. At 21st level, the damage bonus increases to +3.
