No you've got it backward, he's a lvl1 NPC leader with an epic controller minion. Unfortunately he always fails vs. those pesky Will effecting powers.

I think you are all mistaken. Climate Change is a Living Spell, and politicians in general are Ilithids. While the OP is correct that Bush does not provoke from the living spell, that does not mean he does activate one of its solo powers!
