I suddenly have the urge to throw a living Apocalypse from the Sky into my campaign. Or maybe effigy creature "cruise missiles" that explode over every city in the continent they're currently on releasing said living spells to destroy... um.. everything. Just because.

I think you are all mistaken. Climate Change is a Living Spell, and politicians in general are Ilithids. While the OP is correct that Bush does not provoke from the living spell, that does not mean he does activate one of its solo powers!

I always thought that the word 'politics' was derived from the word 'poly', meaning 'many', and the word 'ticks', meaning 'blood sucking parasites.'

To get back on the initial topic, not that even if Global warming (the original name of "climate change" before its sex change operation) has fighter levels, if Bush is shifting, GW get an attack as an immediate reaction, not a OA, and it can only be done once per round.
