It is not the general rule for advantage I am talking about, it is a specific rule for applying a reroll of a d20 to advantage or disadvantage. In the example noted you must use the new lower roll in place of the 20. So now instead of a 20 and an 18, you now have a 4 and an 18. That is how rerolling a dice is described in the PHB. Also it says "the d20", which means specifically one dice. Page 173: "When you have advantage or disadvantage and something in the game, such as the Halfling's Lucky trait, let's you reroll the d20, you can reroll only one of the dice." Note "reroll the d20" noted in the PHB is the exact same language used in SB. I will also note that the Halfling Lucky trait has similar wording to SB on which roll to use. The Halfling Lucky trait says you can reroll the attack, ability check or save and that you "must use the new roll" but the PHB clarifies in the write up on advantage that you only use it to replace one of the dice if there is advantage or disadvantage. Likewise SB says you "must use the lower roll" and the specific rule for rerolling an advantage/disadvantage roll would apply to it in the exact same fashion as the Lucky trait. In terms of specific vs general the specific rule on rerolling a d20 with advantage/disadvantage overrides the general rule on how to apply rerolled dice to attacks, abilities or saves with both SB and the Halfling Lucky Trait.
