Simple Solid Fog Question -- What does 5' mean?

What does "progresses at a speed of 5 feet, regardless of its normal speed" mean?

Does it mean if your move is normally 30'/round, it's now 5'/round?

Can you run at a rate of 5' X 4 = 20' in a Solid Fog?

Can you move 5', and do a MEA?

Can you move 5' and attack?

Can you double-move -- going 10' in the Solid Fog?

Is moving 5' in the Solid Fog a full-round action or something, or just a normal move? And if it's a normal move, how come you can't move 5' twice? Or can you?

Yes

Can you run at a rate of 5' X 4 = 20' in a Solid Fog?

Since you can't run when restricted to half-speed, and generally moving at 5' is worse than that, I think running is not possible (nor is possible to charge).

Can you move 5', and do a MEA?

Yes

Can you move 5' and attack?

Yes

Can you double-move -- going 10' in the Solid Fog?

Yes

Is moving 5' in the Solid Fog a full-round action or something, or just a normal move? And if it's a normal move, how come you can't move 5' twice? Or can you?

Normal move, basically this spell changes your speed to 5'. At least that is the way I read it.
