No, a simulacrum cannot be dispelled. It is an instantaneous spell, plus other "magically created" creatures, such as golems, are unaffected by dispelling magic or dead magic zones.

According to my standard method of determining if something can be dispelled or not, Simulacrum cannot be. The Duration entry for Simulacrum says it's instantaneous. Therefore, there is nothing to dispel. You cast the spell, it makes the simulacrum, the spell ends, the simulacrum remains.

No.

Simulacrum

Illusion (Shadow)
Level: Sor/Wiz 7
Components: V, S, M, XP
Casting Time: 12 hours
Range: Touch
Effect: One duplicate creature
Duration: Instantaneous
Saving Throw: None
Spell Resistance: No

The "Duration: Instantaneous" line means it's not dispellable.

(Permanent duration spell are, Instantaneous ones are not.)

This is on HELL of a powerful spell, and costs 1000xp. Plus the long casting time. So you won't just cast that spell thrice in the middle of the combat and start the slaughter...
