Based on the D&D Experience characters, this should do the job for low levels. May need more room for Powers at higher levels.

The second page is a bunch of low-complexity Power cards, intended to be printed out and cut apart with scissors. For the "Freq" entry, write "AW" for at-will, "E" for encounter, or "D" for daily. For "Action", write "Free", "Minor", "Move", or "Standard".
