Size matters?

The enchant magic item ritual (PHB three-oh-something) specifically covers resizing armor and gives an example of resizing large to small.

The PHB also specifically states that except for 2-handed and versatile weapons, small and medium creatures use the same weapons with the same properties. I suspect this was done because it sucked being the halfling that never found any good loot in his size.

That said, armor is a little more improbable to simply fit anyone within a 3-foot variance [Halfling 3'10" to Dborn 6'8"]. But considering that dwarves are only a tiny bit bigger than halflings... where would you draw the line?

Do we just handwave over armor size, or do we require that all found armors must be resized (expensive for characters of level 1-3 who cannot copy Enchant Magic Item into a spellbook)? Do we invent a new Level 1 feat that's free to perform and does this? Do we compromise and invent a Level 1 feat that has a material cost? Or do we just screw the halflings and let all medium armor fit all medium creatures (actually in KotS this largely screws everyone else) ? :)

I gave a set of magic boots to my players last night, off of a set of kobolds, they asked me if they were small boots, i said nope, hes stuffed animal skins in them and used leather thongs to tie them to his feet.

Whatever you do, 4e seems to be of the opinion to make it easy and fun, don't say no to the players without a good reason.

Luckily i don't have any halflings in my party, but if i did (or do in the future) i wouldn't have any problem with ruling that all magic armour magically resizes itself. After all how is a dragonborn going to fit into the boots of a 5' tall human female? Heck have you ever tried putting on someones shoes who are 2 sizes smaller?
