I understand where you're coming from, but don't think it's that big of deal. Every table is going to handle non-combat situations differently, so some Feats not working right out of the gate is to be expected.
When someone at your table is interested in a Feat that doesn't seem like it does much:
This sort of back and forth is pretty fun and leads to some pretty unique character builds.
When someone at your table is interested in a Feat that doesn't seem like it does much:
- First, get a sense of what the intention is. ("Oh, this Impression skill is only suppose to work on one person at a time...")
- Second, decide if that's how you want to run things. ("Well that's silly, it should work on a large group of people too.")
- Third, come up with a way to meet the intention despite disagreeing with the premise. ("Maybe the DC for large groups is higher, so this skill would just negate that?" or "Maybe I'd rather this skill allow Impressing differently opposed groups at the same time?", etc.)
