I still don't like it.
But the truth is that I wouldn't like it no matter how it works. I simply don't think there should be a spell that can emulate all skills. The specifics and limitations don't change that basic premise. Since that is not very useful for you, I'll just stop commenting on the subject.

I like the version #2 of the spell as written. Its simple to run and has a decent benefit without removing the need for skill monkeys.
Basically the spell is a 'Group Aid Another' for a character. Since you need to be trained in the skill to gain the benefit, you can have a generalist Rogue that uses this spell to overcome particularly difficult challenges.
This would make the cut in my game.
