Swift Recovery, states, "the target can use his or her 2nd wind without taking an action to do so." So does this mean when the power is used, the target can immediately use his or her second wind? Or must he or she wait until their turn? Also, it states that it takes no action for him or to use 2nd wind, so does this mean that he or she can use it when he or she is unconscious? I'm not too sure about the former, but I think the latter is a, yes.

Pretty sure that the intent is that it works just like if you'd used the Standard Action of the Heal skill to trigger someone to use their Second Wind. Looks like the only difference is that you don't have to roll, and this one is thankfully a Minor Action (otherwise this Skill Power would be pretty weak).

Yes, it is used instantly, and yes, since it is a No Action use of SW it can be done while unconscious (this is identical to using the Heal skill to force a SW spend, only it is a Minor instead of a Standard).
