Skirmish damage in surprise round?

Well, if we're going to change skirmish and sneak attack in a logical way, I'd love to see some bonus damage for any class when attacking stunned or dex-less dudes.

Unfortunately, this change hasn't made it into online errata; you can only find it by buying a later-printing PHB!

The change essentially brings the 3.5 feat back in line with what the 3E feat did... and what, I suspect, it was always intended the 3.5 feat should do.

Yes, but a swift action takes no time. During a surprise round, you could take a swift action AND a standard. That is the whole point of swift actions-- to let you do something extra.

A swift action gives you a free action in a round. However, a surprise round only allows one standard action and free actions. Swift action <> free action.

Since you can take a swift action any time you'd be allowed to take a free action, I'd allow it.

Is there any way to get skirmish damage in a surprise round except for a "partial charge" which doesn't exist under that name anymore? Preferably skirmish damage with a ranged weapon.

If you have taken the feat spring attack then you would be entitled to move attack and then move and get your skirmish damage. There are other feats that I'm sure will do this as well.

Not in the surprise round, where you're limited to a single standard or move action.
