So 1:00 pm Pacific Time would be 3:00 GMT

Then there's no problem, by your aproximation it would be latest at midnight (hour earlier than it is at the moment

(I think you have a serious mess up there. CST is GMT -5 or 6 (depending on daylight savings time) PST should be GMT -7 or 8 then.)
