Slightly Confused About Templates

Okay,

Inherited Templates must be applied at first level. No problems there. You choose the base race, for example Human.

Does a "new" creature with the template gain the human bonuses?

So for example a Half-Dragon human ... does it have the +1 feat? The +1 skill point? Or does it lose those because it has gained a template?

You keep all the traits and abilities of the base creature, unless the template specifies that you lose them.

So you would keep the feat and skill points.
