how does slow effect powers that grant shifting?

eg the avenger power "inexorable pursuit" has the effect before the attack gain phasing and shift 2+dex (for pursuit).

This is part of the stadard action and hasn't got the words move in it, is this affected by slow? (makes slow incredibly powerfull against avengers!)

Slow simply effects the characters speed. So a speed 6 character is effectively a speed 3 character while slowed. Anything that refers to the character's speed will thus be effected by slow. Shift and most powers don't refer to speed, and thus slow doesn't have any effect on them.
 

In fact, it reduces the speed *to 2*. Not half, or by set amount. Any movement modes the target has are all reduced to speed of 2.

It affects things that refer to the character's speed, like some shifting powers. Other powers just state how many squares (perhaps wis mod squares), and these are not affected at all.
 



I asked WOC CS and they told me

"Hello. This effect applies to all your movement modes so will slow any instance that you generate to 2 including the powers you listed."


the powers I asked were
eg Angelic Alacrity (avenger power: PHB2 page 35)which let you shift 1+dex mod.
or
Inexorable pursuit (avenger power: PHB 2 page 38)which let you shift 2+ dex mod

So it effects everything to move 2 max! (except teleport)
 

CS is wrong all the time and this is one of those times. The condition slow says nothing about movement modes. It only changes your speed to 2. Speed is a defined term in 4e(pg. 284 PHB). If slow affected all movement modes it would say "You can not move more then 2 squares".
 

My desire to be cute might have obfuscated my answer. It seemed like you were asking if shifting were distinct from movement. All Slow does is make your movement speed 2. That's it. You can't move 3 unless you spend more than one movement mode to do so. If you have a power that lets you *move* more than 2, you can't. Your move is 2.
Shifting is a move. Flying is a move. Swimming is a move. Move is move. Calling it something else does not make it not a move. You can move 2.
