Sly Flourish + STR?

Perhaps my mind has been forever instilled with 3.5 rules but are you suppose to add strength modifier to the damage as well?

Nope, you don’t add STR modifier to Sly Flourish. It’s a Martial Power. Typically you add STR modifier to basic melee attacks only (or if it explicitly states so in the power description).

Sly Flourish = 1W+Dex modifier+ Cha modifier.

Though if you're a brutal rogue and do a sneak attack with sly flourish, you do add your Str bonus (since you add it to sneak attack damage).

1[W]+Dex+Cha + 2d6+Str.

Of course, then you have three stats to keep up, and that's not really viable at higher levels.

Ah, well he is artful dodger build. I think he is out of luck.

I find that Brutal Scoundrels do slightly more damage and Artful Dodgers are slightly more maneuverable, but both can be built to emulate the other.
If he built an Artful Dodger he has the only Rogue at-will that uses two stats to damage, he should be happy with that. It's more than anyone else gets (including Brutal Scoundrels).
