If a rogue had blindsight could they sneak atk in an invisible or blured enemy. What about in total darkness or a thick fog?

Yes, assuming they otherwise meet the conditions for a sneak attack (i.e. opponent has lost their Dex bonus or is flanked, and can be criticaled.)

It's amazing that blindsight would actually let the rogue discern his opponent's anatomy clearly enough, but, yes, it seems to work this way.
