D&D 4E Snippits of 4e info from Dungeoncraft Article

It's a nice article.

I know for myself that I'm coloring the first campaign with the Shadowfell a lot. It will be an oppressive force for the heroic tier, then a direct foe in the paragon tier, and then the Epic tier will focus on the new God I made, comprised of a billion of the most sadistic souls that, from time to time, focus on what they're doing in concert and, during those moments, have the force of a God.

But that's just an overarching plotline and will be a background for many other adventures added in based on locale and PC focus/goals.

Sounds a little generic to me... I'm glad he presented a scenario where something the PCs saw at level 1 makes a big impact at level 30.
Nothing wrong with that. But a monster at 30th level should be known for more than just beating up the village of a 1st level party.

Weren't Foulspawn the collective name for some Far Realm monsters that included Dolgrim and Dolgaunts which originally came from the Eberron Campaign setting?
The original quote is ambiguous. It could be read that way, but it also reads "These monsters were originally going to be Dol-somethings alongside the dolgrim and dolgaunt. But then we came up with foulspawn and decided that was a cooler name for them."--That is, they were going to be connected to the eberron monsters, but the designers changed their minds.

Going to other planes is fine and all, but if Tolkien got nothing else right, he got this: you leave to save home.

Because everything in D&D is just like Lord of the Rings. You must never leave just to have adventures and make your mark on the world like Conan or hundreds of other fantasy charcters did. ;)

S almost certainly stands for shadar-kai, if you ask me.
The probability is high. I still hope it's something else. Their reimaged concept is fine for a group of monsters but it's not the kind of race I'd consider as a (good) player race.
