So can creatures on the Outer Planes go Ethereal now?

I see a few creatures in Demonweb Pits that use phasing / etherealness while in the Abyss. In previous editions, this was a no-no. Did someone change a rule?

Yup. Back in the Manual of the Planes (3.0), it was stated that each outer plane had an Ethereal plane surrounding it (or something like that).

Good to know. We had a mage with a contingent Blink in an outer plane... eventually said "shrug, sure" but 'twas a bit iffy.
