I'd say it depends on the type of tattoo and it's purpose. For a basic tattoo I would use the hireling rules, just like any scribe etc. For a tattoo that is involved in raising renown or performing sacred rites I would use the rules in downtime activities. For a magic tattoo see Tasha's.
