Not really. If you have to decide whether to deploy the bonus in advance, it suddenly becomes a lot less useful, since the odds are even lower that you'd actually *USE* that +1. After all, if you use it, and it turns out you didn't need it, it is, effectively, wasted, and unavailable for something else that you might actually need. Of course, since you never know whether you need it until after the fact, it's going to sit on the shelf gathering dust: As the probability that it will be wasted instead of useful is higher for practically any given circumstance, you're going to go with the obviously better odds, that the bonus will be wasted, rather than useful, and not deploy it.
