Taking Sejs point another step forward, have the Dwarven god come to an epiphany about the nature of balance in the universe.
Have him approach one of the more neutral or lawful goblinoid gods, and offer a pooling of resources to seed this demi-plane, so that both species might continue to live. Then have both races get a theocracy based government so that only the priests know that to wipe each other out totally would be really, really bad. Depending on what you want to go for.
This could generate wonderful 'Enemy Mine' type scenarios, with the priesthoods preventating things from going into full fledged wars of genocide. Or do they? Maybe things are getting out of hand, resources are running out and a way to return to their plane of origin is required posthaste. Where they then have to battle the Devourer?
You could also send a smattering of the other races in, depending on how benevolent the gods involved feel. *shrug*
