Some advice on mounted and aerial combat.

I plan on tossing my party into a running aerial battle with enemies all capable of flying, while over a city. I'll need some advice on how to handle it, and some clarification on tactics and rules related to mounted combat. If a character has Ride-by-atttack, I know he doesn't provoke an attack of opportunity, but does the mount? Can you charge and ride-by in the same round? When flying, can a character choose to let gravity control them, falling 150 feet the first round and 300 ft every round after that, while still using some form of movement? Does simply falling provoke attacks of opportunity? When ride-by attacking or charging, the mount gets its standard attack, right? Or does the mount not get the benefit of the move, attack, move action?

I'd also appreciate tactics for the enemies. In particular, one is trying to get away from the party while riding, to get some of his allies from elsewhere in the city into the fight.
