Armored Juggernaut is hard to judge without knowing what Epic Armor Proficiency does, but it seems powerful -- it gives an effective +10 to AC in full plate (+16, less the +6 from IAP, AS, and SK). If it's split over two epic feats, it's still powerful -- Armor Skin gave +2 to AC in the ELH and +1 to AC in CW as an epic feat, so your version is much stronger.

I might change "...even a minuscule amount of steel in its composition..." to reflect the armor list: banded mail, breastplate, chain shirt, chain mail, full plate, half-plate and scale mail

I could see a player arguing for (cringe) studded leather under the feat's wording, even though it's not on the list. Perhaps "...steel as a major component..." or something similar?

Also, I'd change "(fractions rounded down to the nearest whole integer)" to "(fractions rounded down to the next whole number)" or even "(fractions rounded down)", since you're rounding down, not taking the closest integer.
