Some questions about being Prone

Ok, recovering from a prone possition provokes an AoO. Now when I take that AoO the following 2 conditions apply correct?

1) I get the +4 to hit him because I get the AoO before he recovers from being prone.

AND

2) I can not trip him because at the time of getting the AoO he is already prone and you can not trip someone who is prone.

Although its unclear, that's the most balanced reading of the rules, as it avoids the "your opponent can never stand up" situation.
