Is there some feat that lets you cast summon spells as standard actions? In a new book or something?

If so, what are its prerequisites? Does it seem like a no-brainer for summoners?

Is there some limitation? Does it require a higher spell slot?

I've never seen afeat for it, but AU had it as an option for specialists

Rapid Spell (CD p.84)
for +1 spell level, you can cast a full round spell as a std. action.

It's UA, but Crothian is right. By sacrificing the power to obtain a familiar, the Conjurer can cast summon monster spells (and only summon monster spells) as a standard action.
