Called shots are abuasable.
I take true strike and shoot the mage in the eye (called shot)
Next round I do the same
Oh dear the BBEG cant do dick becausecan cant see to cast his spells
I kneecap the BBEG fighter (-blah to hit ) oh look he is collapses on the floor and cant stand. now we shoot him with arrows
I cut the enemy barbarians hand off.. now he cant wield his two handed weapon.

Called shots are not something D&D can deal with as a system, it just breaks down. When you shoot something it loses Hp, when it runs ot of hp nasty things like the above occur and it dies. Hp are alot of things, luck endurance, experience.
Think of a boxing match, very few consist of people trading thunderous blows from the bell, the first round or two the boxers job and pick at each other, wearing their opponent down, making them slow, tired woozing, imparing their vision and breathing, sapping their energy. Only later are the telling blows landed. This is just the sort of damage represented by HP loss (and thus easily sures with magic).
So in D&D a shot to the eye would be represented by a loss of hp, the cyclops is now less able to defend himself, just as if he was shot in the lung and struggling to breathe, or in the leg and struggling to walk.
A REALLY good argument against this is when the DM starts making called shots.. remeber if you kill a BBEG he can make another, when your rogue gets his hand cut off by a called shot.. what are YOU going to do ? Or the fighter with one leg
