D&D 3E/3.5 Something like 3.5e spell Brocade in 4e?

In 3.5e Complete Scoundrel, there was a spell called Brocade, which creates a 5-foot cube of solid wood.

4e has many powers which creates covers and walls. And there is a power called Force Ladder in Dragon, which creates a climbable ladder.

But are there any 4e power which creates some kind of pedestal or small hill which PCs can stand on it?

Did you want this simply to stand on? If so you could create a unique magic item that makes a pedestal appear out of thin air or give the character something akin to Prestidigitation that lets you do the same.

Unless it's wanted for tactical reasons as well as flavor reasons, I would deal with it descriptively, without hard rules.

The only actual rule I could find was that the Planeshaper 30th level ability lets you:

"Fill 9 unoccupied squares with a solid surface, such as stone or wood. If you fill a square with a solid surface that is not attached to another surface (in other words, you create a stone slab 5 squares up in the air), the surface hovers in place."

But that seems like a bit overkill for what you need.
 

A friend of my asked me if there are powers which can create some terrain feature which one can stand on.

It is mainly for tactical reason. If you can create such a terrain in the middle of combat encounter, there may be a lot of usages. Say, standing on it and shoot ranged attacks against opponent artilleries on a pedestal at the same hight without suffering cover penalty. Also, he can use forced movement (as both the PC and the target are in the same hight. The target can make a saving throw to avoid falling, though.)

I found there is one power in Lightwarlker paragon path (EPG). And I can make a Wall of Stone (Druid power) at required hight so that some can climb up and stand on it. But those are both paragon tier. If there are some power at heroic tier, even a 5-foot cubic terrain would be very useful
 

Ah, for tactical reasons makes it a little harder.

The Invoker's Utility 2: Wall of Light and Warlord's Utiltiy 6: Form a Line, could work well as a rampart to stand on but they're Daily powers.

Maybe create a special feat that allows it once per encounter?

Well, basically all powers that create zones or walls are powers that create terrain features. You only have to look at dailys, since they're the only ones that last for an entire encounter.

I remember several, but they're all in the paragon tier.

There's also immurements, but they're all of epic level... :(

How about this, though:
Psionic Power introduces the Shaper build for psions. They get an encounter power 'Minor Creation' as a class feature. It can basically create anything that a Medium character could carry (DM's call!) and lasts for the whole encounter.
