I beg to differ. I play a 21st level Wizard, and it takes a lot to run me out of spells. I've been known to comment that I was almost out of spells, and then fight two more combats, casting two spells a round for both. High level wizards have huge numbers of spells.
On another tack, regarding Time Stop, we've decided to not allow Time Stop to stack with anything. No metamagic, no stacking with Haste, nothing. Basically, casting Time Stop gets you 1d4+1 other spells and equal move-equivalent actions.
We also (following the excellent suggestions in the Epic Level Handbook for Time Stop) have declared that targetted spells in a time stop fail. If you want to affect someone while you are Time Stopped, use area effects, or wait until the Time Stop ends.
Of course, I like to Time Stop with my regular action, cast some spells, watch what happens when they resolve when the Time Stop ends, and then take my Haste action to deal with the survivors. I find that multiple Maximized Delayed Blast Fireballs going off simultaneously work on most things, though. Particularly with Sonic Substitution.
