I don't quite get what you are saying here... assuming for the moment, that the swapping is easily done, why should a Wizard need to keep slots open still or use the 15 minutes thing?

I meant, the Wizard just learns more combat spells instead of leaving slots open, and instead of filling the empty slots (15 minutes), he swaps out combat spells and swaps in utility spells instead. That's probably how I would use it at least.

But, with the revised rule (DC 20 + 2 * spell level), ...

That DC seems more reasonable. :)

For lower level spells, he might not keep slots open.

But, for medium to higher level spells, his desire to keep slots open should be about the same or nearly the same as previously. If the player would have kept some slots open pre-this rule, he will most likely do the same with this rule for some of his higher level spells. The reason is that swapping is not 100% guaranteed whereas saving a slot will almost always work (environmental conditions permitting) if you have the time. Now, I could see a given player leaving fewer slots open, but a really good player will attempt to optimize both methods.
