Specialists and New Level

So when a Wizard specialist gains a new level he has to pick one spell from his specialized school as one of his two free spells gained per level. What's the official word on what he does when he already has all of those at the maximum level? What if he also has all the lower level spells?

I am not sure if this can really happen at all, unless you disallow some spells from the PHB - oh, I think it can happen with Diviners, there are few high level divinations...

And if the game isn't set in teh FR, and the GM has disallowed MoF as a sourcebook?

Examine core ruels only. Within those constraints, what happens to the enchanter in Hyp's example?

He picks two spells that aren't enchantments. You'd have to have a pretty nasty DM to deny you half of your new spells for the level because there weren't any from your school available.

Yeah -- that would be punishment for playing your Enchanter role to the hilt. Bad move for a DM, who should encourage that kind of dedication.
