Can a spectre take Improved Natural Attack for it's touch attack?

I don't see why not as long as the spectre is advanced to at least 9HD.

Yep - so long as it meets the prereqs.
It's got a natural attack (the incorporeal touch attack), but it doesn't have the necessary BAB yet. He won't get that till his 8th HD, but he generally won't have a feat available until his 9th HD.
The INA feat would improve the 1d8 damage the attack does, but not the Energy Drain.
