The easiest way to jack up your speed is to be a goblin.

(pause for effect)

A wolf-riding goblin! Seriously, mounted characters can be very fast. It's one of the big advantages.

This would be a lot easier if we knew what you wanted to do with your speed.

Ah, 3.0 Psionics. I was referring to the revised version of the feat in the XPH.

Swiftblade is a prestige class on the web. this involves casting haste for an entire level. Monk with monastic training, scout and barbarian, then wizard and then swiftblade. By 22nd level you are moving 90ft a round as Brb1/scout3/monk3/wiz5/sB10 every round since you are perm hasted.

Unusual bonuses to speed:
Freedom Mantle gives a +10 untyped bonus (from Complete Psionic)
Crystal of Alacrity gives a +5 morale bonus (Magic Item Compendium)
Dread Carapace (feet) gives +60 enhancement once per minute, plus +10/essentia (Magic of Incarnum)
Xephs can burst for +10 to +30 competence three times per day (Expanded Psionic Handbook)
The Skate power or boots of skating give +15 enhancement and +15 circumstance when going downhill (XPH)

Monk gives an enhancement bonus to speed.
Scout gives an enhancement bonus to speed.
Magic Items give an enhancement bonus to speed.
Spells give an enhancement bonus to speed.
Psionic powers give an enhancement bonus to speed.
Speed of thought gives an insight bonus to speed.
Barbarian gives an untyped bonus to speed.
Hustle gives an untyped bonus to speed.
Improved Speed gives an untyped bonus to speed.
 

The Swiftblade is awesome. I'm building up to one right now. Don't let some people fool you, though. Swiftblades do NOT have a permanent Haste effect.
 


Barbarian, Wildrunner, and Fist of the Forest (Complete Champion) all give stackable fast movement. An elf with those three classes would have a base speed of 60'.

But if you really want stupid, stupid speed, there's a better pile of cheese from Complete Champion. You need Footsteps of the Divine, Persistent Spell, and either a 9th level spell slot or Divine Metamagic (Persistent). That gives you a +50' speed boost, if you pick the right god, for a total of 110' (you'll probably need to use Divine Metamagic to fit this combo in under 20 levels). This lets you convert a 1 rd/lvl spell to a 24 hour spell, and worse the spell itself lets you convert the remaining duration into a super speed boost for one round. The numbers gets ugly. Ugly. Ugly.
 

make a monkX barbarian1 with 1 level of that gish class in ph2, then take blade dancer or whatever its called from oa. That doubles your speed.
