Level Up (A5E) Speed reduced for heavy armor?

The dwarf has speed 25 but their speed is not reduced for wearing heavy armor or tower shields. I can't find anything in the rules about reduced speed, whether it's under equipment, speed or bulky items.
I reported this in the bug reports, so a bit surprised I can't find anything?

Thanks. Didn't see that footnote and wouldn't have connected it to reduced speed for heavy armor since there are medium armors with str requirements as well.
Can't find any str requirements for tower shields?

I'm thinking the required proficiency with shields, disadvantage on stealth and Acrobatics, and reduced speed by ten ft are enough to balance the benefits without adding strength requirements.

I must be blind. Where do you see anything about tower shields reducing speed by 10 feet?

Dump str and Dex dwarf real good in full plate with a tower shield... Idk what class that would be but I'd play it.
