D&D 5E (2014) Speed Zero and prone

If a PC's speed is reduced to zero and is then knocked prone, can she stand up as a move action? I think the answer is no but wanted to check.

Standing up takes more effort; doing so costs an amount of movement equal to half your speed. For example, if your speed is 30 feet, you must spend 15 feet of movement to stand up. You can’t stand up if you don’t have enough movement left or if your speed is 0.

You are correct.
 



Prone and Grapple resulted in a PC in my game drowning a rather nasty villian in a puddle on a city street. It was a rather ignoble end for a rather proud villian.
