Spell Creation Guidelines

Aside from Heroes of High Favour: Elves, I haven't seen much in the way of spell creation guidelines that are pretty hard and fast. As this is a popular pastime of my players (largely arcanists), is there any supplement out there that approaches this? 3.5 vs 3.0 is preferred.

Only stuff I know of from Wizards of the Coast are ... 1) the guidelines in the DMG and 2) couple pages in T&B (but that is 3.0.. but is basic enough to be applicable for 3.5)
