Spell Effects on armor

1.)What's the price to add ability to cast certains spell to magical armor? (since it's practically second ability while enchantment bonus on armor is the first)

2.)Can you add that ability to non-magical armor?

3.)If magical armor has WILD special ability (From Masters of the Wild) should other armors abilities than just armor bonus be usable in wild shaped form also?

Ok, I try to make myself clear with an example:

Standard cost for item, for example amulet, that allows wearer to cast sleep at caster level 2 (command word) is 1 (spell level) x 2 (caster level) x 1,800 gp = 3,600 gp, right?

What if that item in question is armor, can you use the same formula?

Wheter it makes any difference if the armor in question has no magical bonuses?
 

Adding another power usually doubles the cost. I don't think it would need to be magical armor, but requireing it to be MW would not be a stretch
 

I agree with Crothian here. The DMG states under making magical armour that to be enchanted it must be masterwork. It also states it must be +1 to add any of the items listed in table 8-6 or 8-7 (pg 243). Since you are just adding the spell ability, the amulet model should be correct based on table 8-40 on pg 242. Command word works as you laid out in your example.
