Wizards already have 4 other ability scores to worry about, and even that is extremely difficult to afford. Forcing them to put 13 in Cha just stretches them to the breaking point.

Huh? What?

As a wizard, you need a high Int, high Wis... and Cha of 13. Everything else is just extra gravy:

Str: Dump, totally.
Dex: Only for the wand and initiative. And in case of initiative, Improved Initiative beats a good Dex score by lengths.
Con: Well, it is nice, but since hit points are less Con dependant now, it's fairly easy to set an average value here.

And let's take to the standard array (which isn't very good for a wizard), this gives us:
Str 10, Con 13, Dex 11, Int 18, Wis 14, Cha 12, including the +2 from being human.

We get the double bump on 4th and 8th, so we get Int 20, Wis 16. Then, on 11th, we get the universal bump to all scores, giving us:
Str 11, Con 14, Dex 12, Int 21, Wis 17, Cha 13

That's actually pretty okay, you have a nice Con, and qualify for Spell Focus.

So... what? It's a Paragon Tier feat, you cannot get it before 11th.

And having Con 13 at 1st gives you an extra hit point. Not too much... but you don't gain anything if you do it in reverse.

...which is rather pointless, since it's a Paragon feat and can't be taken until 11th level. :D
